Rob Edwards along with O'Neil are two of the initial names in the frame to succeed Vitor Pereira as manager of Wolverhampton Wanderers.
Pereira was sacked on the weekend following the squad's ten-game winless start to the Premier League season.
And Edwards and O'Neil - both of who have previous associations to the team - are part of the options to be considered by the club leadership.
The manager is presently at another club, which would create a potential obstacle to his appointment at Wolves' stadium.
However the former Luton Town head coach - who played more than 100 of appearances for the club during his playing career - is said to be a strong contender for the position.
The 42-year-old is said to have support from the club directors as they start the search of appointing a new head coach.
O'Neil is also emerging as a surprise candidate, even though he would be a shock choice given he was sacked by the club in December last year.
The former West Ham United player is currently unemployed which means the club would not need to pay any buyout fee.
